Michael Moan has over 15 years of financial management and accounting experience at the state government level. He was first hired in 2009 as a budget analyst at the Arizona Governor’s Office for Strategic Planning and Budgeting (OSPB). While there, he was immediately tasked with partnering with the directors of 15 state agencies to manage massive budget cuts enacted as a result of the Great Recession in 2008. In total, he was responsible for providing funding recommendations to the Governor and Executive Staff for over $4 billion in federal and state funds. He also provided legislative analysis for OSPB, wrote nearly 100 fiscal impact statements of prospective legislation, wrote copy for the OSPB website, and helped edit the annual Executive Budget Book.

Following his tenure at OSPB, he moved to the Department of Real Estate to manage all business and customer functions, including accounting, budgeting, and inventory control. He was then appointed as budget director at the Department of Revenue (DOR) to manage a $88 million budget for 800 FTE. In his first year at DOR, he realized over $2 million in savings for the department, much of which was used to provide bonuses for over half the agency employees. He was later appointed to the agency Executive Team. 

He taught high school English and liberal arts at an adult education college for four years prior to joining the state. He was a staff reporter for The Community Newspaper Company and features and music review contributor to Insite Magazine, both located in the Greater Boston Area. He published his first novel, Black River, in November 2024, and served as a committee member for the Phoenix Screenwriting Association for two years. He also worked for years in his parent’s local sandwich shop and knows how incredibly difficult it is to run a successful small business.

He holds a B.A. From Boston College in English Literature and an M.P.A. from the University of Arizona with a concentration in finance. 

Raised on Long Island, NY, he now lives in Tucson, AZ with his wife of 22 years and four cats. He enjoys basketball, writing, family, and chasing sub-80 scores on public golf courses. 

He founded Praxis Bookkeeping and Editing in 2025 to spend more time with his family and work on writing projects.
